The Congress of the United States recently passed new legislation, called the Credit Cardholders' Bill of Rights Act, that is intended to reform the way credit cards are issued and administered. This legislation is supposed to prevent credit card companies from issuing certain fees and finance charges while regulating their ability to raise interest rates, lower credit limits and close credit card accounts.

Unfortunately, credit card companies are smart and are already finding loopholes around many of the guidelines set forth in the Act. These companies make millions and millions of dollars each year from penalties and fees and are not going to give up that source of income overnight.
